   ## What is the purpose of the change
   
   Remove python 3.3/3.4 support, due to python3.3/3.4 is pretty old(see more 
detail here https://devguide.python.org/#branchstatus). and the 3.3 will be 
drop support some project,such as conda-forge and mypy 
https://github.com/python/mypy/issues/4036,  The 3.3 and 3.4 is almost no use.
   ## Verifying this change
   This change is already covered by existing tests, such as *(please describe 
tests)*.
