Description: Currently, only flink planner is completely supported. but we
do not config the to using planner, So we should add the `EnvironmentSettings`
for Python API. (was: Currently, only flink planner is completely supported.
But some of the operators are not supported for blink planner! e.g.:
`from_elements`. So, we should list the task for the blink planner:
* from_elements
* etc)
