The design thoughts are described in the [FLIP-50 document](https://cwiki.apache.org/confluence/display/FLINK/Design+of+CopyOnWriteSkipListStateMap). ## Brief change log Mainly introducing the `CopyOnWriteSkipListStateMap` which is a state map based on a compacted skip list data structure and supporting copy on write.
