[FLINK-2798] Serve static files for the new web frontend from the
classloader
This pull request is based on https://github.com/apache/flink/pull/1202.
In order to make the new web interface run on YARN, I changed the way how
static files are loaded: They are now loaded using the classloader.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/rmetzger/flink flink2798-second
