Fix For: 1.10.0
{{StandaloneUtils}} is a poor utility that can be just replace with
{{HighAvailabilityServicesUtils}} on its only usages.
Propose to refactor {{LeaderRetrievalServiceHostnameResolutionTest}} and remove
{{StandaloneUtils}}.
