Usually we firstly agree on the solution in JIRA issue and a committer assigns a person who will implement the fix and open the PR. Also the PR contribution template is not filled in the beginning. From what I see in the PR, I think, we cannot simply remove killing of the application cluster because it is part of the cleanup after the failure of the cluster startup. We should rather investigate the reason of killing hanging. See also [comment in JIRA issue](the type of the priority queue state).
