[~trohrmann], if [~vthinkxie] 's suggest is ok, we could do it according to it.
I have updated the desc of this jira. FLINK-11405 will update
JobExceptionsHandler, then could read show exceptions' size from url parameter.
FLINK-11404 will update webui, then user could see exceptions by time range. If
it's ok, we could do it.
