Description: We need support Python UDFs with parameters of constant
values. It should be noticed that the constant parameters are not needed to be
transferred between the Java operator and the Python worker. (was: We need
optimize Python UDFs with parameters of constant values. For example, the
constant parameter isn't needed to be transferred between the Java operator and
the Python worker.)
