    Description: 
{{LazyFromSourcesSchedulingStrategy}} now will only schedule tasks in CREATED 
state. 
However, the DefaultScheduler will reset failed tasks when actually restarting 
them.
This makes failed tasks not able to be restarted with 
{{LazyFromSourcesSchedulingStrategy}}.

We can keep {{LazyFromSourcesSchedulingStrategy}} to schedule tasks in CREATED 
state in normal scheduling. And make it schedule tasks in terminal state when 
trying to restart tasks.

This issue also fails some IT cases on DefaultScheduler, e.g. JobRecoveryITCase.
