Description:
The legacy {{RestartPipelinedRegionStrategy}} has been superseded by
{{AdaptedRestartPipelinedRegionStrategyNG}} in Flink 1.9.
It heavily depends on ExecutionGraph components and becomes a blocker for a
clean scheduler re-architecture.
We should deprecate it for further removal.
