The {{LeaderConnectionInfo}} assumes that every leader address is an Akka based
address. This is not always true and unnecessarily restricts the leader
contender to announce an Akka address. I propose to change this by doing the
Akka address parsing outside of the {{LeaderConnectionInfo}}.
