I discovered this issue only today (since I was convinced that Flink was 
distributing tasks with this strategy..I wasn't aware of the changes introduced 
by Flip-6).
This is also what is still reported by the docs (look at the image 
https://ci.apache.org/projects/flink/flink-docs-release-1.9/fig/slots_parallelism.svg
 within 
https://ci.apache.org/projects/flink/flink-docs-stable/ops/config.html). 
Maybe that doc section should be updated too
