Will rebase master later. Regarding to the dependences of subtasks. This PR blocks https://issues.apache.org/jira/browse/FLINK-13905. However the https://issues.apache.org/jira/browse/FLINK-13848 is quite independent. It should be applied in very end of refactoring. All the IO operations and locks should be taken care of well before executing the logic in main thread.
