   ## What is the purpose of the change
   
   Flink should support referencing function with fully/partially qualified 
names in SQL
   ```
   SELECT <cat>.<db>.<func>(col) FROM T
   SELECT <db>.<func>(col) FROM T
   ```
   
   1. We should lookup function by identifier instead of name.
   2. We should pass the right identifier to UserDefineFunction instead of name 
string.
