You are right. We should also support {{fullRestarts}} for NG scheduler to keep
it backward compatible.
As {{fullRestarts}} is now defined to be the same as {{numberOfRestarts}}, I
think an easy and clean way would be removing {{fullRestarts}} registration
from {{ExecutionGraphBuilder}}, and registering {{fullRestarts}} gauge in
{{SchedulerBase}} instead, along with the {{numberOfRestarts}} gauge and
subscribing the same data value.
