The {{TaskExecutorPartitionLifecycleTest}} is more complicated than necessary
because it checks the partition-related behaviors on the shuffle environment
level, when it would be sufficient to check that the appropriate methods on the
partition tracker are being called.
We should then add additional tests for verifying the interactions between the
partition tracker and shuffle environment.
