We can port the solution from the DataSet API to the Table Planner/Runner:
https://github.com/apache/flink/blob/68cc21e4af71505efa142110e35a1f8b1c25fe6e/flink-java/src/main/java/org/apache/flink/api/java/DataSet.java#L408.
This will work for batch use cases, but only for small data sets. But it might
help enable some use cases that need collect on the Table API.
