[~azagrebin] Generally speaking to totally make flink-runtime scala-free we
should get rid of akka and given this issue doesn't have fix versions intended
I'd like to just leave it as is for gathering further subtasks. However, if you
need to close it for releasing or some reason, I'm ok that we close this issue
as "later" since it is partially finished.
