I've assigned the ticket to you [~AT-Fieldless]. However, you should
synchronize this effort with FLINK-14840 so that we don't conflict one with the
other. I think a reasonable way is that you firstly verify whether or not it is
reasonable we change {{ProgramTargetDescriptor#jobID}} from {{String}} to
{{JobID}} and send a pull request after FLINK-14840 merged.
