How would you prioritize exceptions given the exception limit? I think you'd
end up with fairly inconsistent behavior from a users perspective.
Wouldn't it make more sense to add an vertex/attempt-based exception endpoint
(i.e., JobVertexExceptionsInfoHandler/SubtaskExecutionAttemptExceptionInfo)?
