I.e. Allows StreamingFileSink.BulkFormatBuilder to be used HDFS < 2.7 ## Brief change log - *removed hadoop version check >=2.7 from HadoopRecoverableWriter instead replaced it with warning* - *Added check for >=2.7 for truncate method of HadoopRecoverableFsDataOutputStream* ## Verifying this change This change is already covered by existing tests, such as HadoopRecoverableWriterTest for using truncate.
