Description:
Add a new test base that is more flexible and will allow us to programmatically
create and verify snapshots in the future. This is the first step towards
updating {{TypeSerializerSnapshotMigrationTestBase}} and subclasses to cover
restoring from Flink 1.8 and beyond.
