My take is that the findings are correct and the proposed
structure/architecture sounds reasonable. The user facing shortcomings right
now are that it is not possible to disable system functions as the resolution
will always fallback to the {{FunctionCatalogOperatorTable}}. In that scenario
I tend to agree that {{CoreModule}} is broken.
I am undecided though if we should target that for 1.10 or 1.11. If we target
it for 1.11, we should document the behavior of {{CoreModule}} accordingly.
