[~twalthr], do you mean lookup builtin function name in 
{{FlinkSqlOperatorTable}} in {{FunctionCatalog}} and remove the 
{{FlinkSqlOperatorTable}} fallback in 
{{PlannerContext#getBuiltinSqlOperatorTable}}? 

If yes, I'm +1 to this. Because I think it's a minimal solution and doesn't 
need to maintain the mapping between {{FlinkSqlOperatorTable}} and 
{{BuiltInFunctionDefinitions}}.
