[~chesnay] Since the fix version of this feature is 1.10.0 and all
implementations have completed, do you think it make sense to transform the
test (FLINK-13719/FLINK-13976) and javadoc-plugin (FLINK-15633) related
sub-tasks into standalone tasks for 1.11.0, and close this one? Thanks.
