Not sure what does it mean executing `brew test Formula/apache-flink.rb`. Does
it mean executing `mvn test`? Any idea which test case triggered the problem?
My gut feeling is that this is related to the order of building modules and
running test cases. While `start-cluster.sh` is in `flink-dist`, it needs to
execute the java class `BashJavaUtils` which is in `flink-runtime`. It seems
for some reason the test is trying to execute `start-cluster.sh` before
`flink-runtime` is packaged.
Some background information is that, we have un into similar problem in
FLINK-15079, where `BashJavaUtilsTest` may get executed before `BashJavaUtils`
is packaged. We solved that issue by marking the test case as an IT case, which
will always be executed by maven after the packaging.
