IMHO, it should be up to each connector to decide how to handle discrepancy between metadata and storage. Because such discrepancies might be treated differently in the external systems. One system may consider the discrepancy as a fatal error, and another system may expect the discrepancy to happen from time to time and choose to tolerate it. Therefore I think each connector should follow the behavior of the external system it connects to.
