I notice that we also change the behavior of {{MiniDisptacher}} so it would
work for streaming workload. However, if it is a finite job which could reach
FINISHED, "cancel" instead of "shutdown cluster" will fail with
{{FlinkJobNotFoundException}}. Though, it is original a best effort shutdown.
