Description:
currently when JDBCInputFormat converts a JDBC result set row to Flink Row, it
doesn't check the type returned from jdbc result set.
Short from jdbc result set actually returns an Integer

doesn't check the type returned from jdbc result set.
Short from jdbc result set actually returns an Integer, and bytes need to be
converted to byte[]
