Description:
we may need to introduce JDBCRowConverter interface to convert a db specific
row from jdbc to Flink row.
E.g. for Postgres, the array returned from jdbc is of PgArray, not java array,
where we need to do such conversion in JDBCRowConverter
Dbs should implement their own row converters.
