both from command line and environment configuration.*
   
   
   ## Brief change log
   
     - *Remove `PythonDriverOptions` and `PythonDriverOptionsParserFactory` as 
they can not process both command line and configuration.*
     - *Add `parseCommandLine` method to `PythonDependencyUtils` to parse the 
command line options to configuration.*
     - *Refactor `PythonDriver#constructPythonCommands` to construct commands 
from configuration.*
     - *Refactor `PythonDriverEnvUtils#prepareEnvironment` to construct 
`PythonEnvironment` object from configuration.*
   
   
   ## Verifying this change
   
   This change is already covered by existing tests, such as 
*PythonDriverTest*, *PythonDependencyUtilsTest*.
