I think

supersedes FLINK-12546 at the moment.
[FLIP-111|https://cwiki.apache.org/confluence/display/FLINK/FLIP-111%3A+Docker+image+unification]
suggests to remove all Dockerfiles and build scripts from Flink repo and put
more focus on how to run and extend the official docker image for users in
[apache/flink-docker|https://github.com/apache/flink-docker].
Later, we want to consider how we can support developers to build a custom
image from the local sources. Now developers could take the Dockerfile in
[apache/flink-docker|https://github.com/apache/flink-docker] and its docs after
FLIP-111 as an example to build a custom image.
