Description:
The {{SchedulingTopology}} interface has unnecessary generic types, which are
currently always set to wildcards. Example:

private final SchedulingTopology<?, ?> schedulingTopology;
for (SchedulingExecutionVertex<?, ?> schedulingVertex :
schedulingTopology.getVertices()) {
for (SchedulingResultPartition<?, ?> srp :
schedulingVertex.getProducedResults()) {
...
}
}

The above code should become:

private final SchedulingTopology schedulingTopology;
for (SchedulingExecutionVertex schedulingVertex :
