## What is the purpose of the change
It looks like we never respected memory configuration in Mesos JM startup
scripts:
- `mesos-appmaster.sh`
- `mesos-appmaster-job.sh`
This adopts FLIP-116 here as well, similar to what we are doing with
standalone scripts in #11545.
## Brief change log
- deduplicate code in `mesos-appmaster(-job).sh` into `mesos-jobmanager.sh`
- add JVM memory args to mesos JM start command in `mesos-jobmanager.sh`

Unit, Jepsen and e2e tests.
