## What is the purpose of the change
If there are any exceptions thrown while interacting with
`ChannelStateReader#readOutputData`, we should close the respective
`BufferConsumer` to avoid leak.
## Brief change log
- Close the respective `BufferConsumer` when exception is thrown from
`ChannelStateReader#readOutputData`
