Description:
{{DataSet.count}} is currently implemented using a {{FlatMapFunction}} followed
by a {{DiscardingOutputFormat}}. As noted by [~StephanEwen] in [FLINK-2716]
this can be done with only a {{RichOutputFormat}}.
This change is also applicable to {{DataSet.collect}} and
{{Utils.CollectHelper}}.
