## What is the purpose of the change
*`HeapMapState#iterator` could return a null iterator when using Heap
statebackend, it should better return empty map for ` NullAwareMapIterator`.*

- *`HeapMapState#iterator` return empty map when stateTable doesn't
contain current namespace table.*
