## What is the purpose of the change
Implemented necessary input & output strategies for `IF ELSE` expression
## Brief change log
- Implemented a `SubSequenceInputTypeStrategy` which is similar to
`SequenceInputTypeStrategy` but operates on nested `InputTypeStrategies` which
makes it possible to use strategies that work on a subset of arguments at the
same time instead of on a single argument.
- Generalized `ArrayInputTypeStrategy` to a strategy that expects common
type for arguments.
- Used the above strategies to port the `BuiltInFunctionDefinitions#IF`
expression and removed corresponding `PlannerExpression`
## Verifying this change
* Added tests in
`org.apache.flink.table.types.inference.SubSequenceInputTypeStrategyTest`
* All existing expression tests pass.
