Thanks for the explanation. After revisiting FLINK-14359, I can understand why
we can't shade hbase codec. If this is the case, then I think it's fine to
exclude it from the validation. But I think the exclution should only be kept
in the HBase end-to-end test, not in the common test_sql_client.sh.
