   ## What is the purpose of the change
   
   Currently the Hadoop path-based file writer does not remove the in-progress 
file remaining from last run on startup. However, some users (like Hive) of the 
path-based writer could not override the in-progress file. Therefore, we need 
to remove them explicitly on startup.
   
   Another effect caused by the change is that we will have to distinguish 
in-progress file and pending file so that we could only remove the in-progress 
files. We distinguish them by using different file suffix and do the renaming 
in pre-commit. This is consistent with the `FileOutputCommitter` in Hadoop.
   
   ## Brief change log
   
   - 7cb10bd1269179bbe66f5b840c0f0d2494c66a55 removes the in-progress file on 
startup.
