## What is the purpose of the change
Currently, for user-provided configurable state backends, we log them before
we configure them. This is confusing when looking at the logs because there is
no way to tell whether or not your state backend was configured correctly with
the values provided in your flink-conf.yaml
## Brief change log
- Moving the part where we log the statebackend that the job is using to
after it is configured
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
