+1 for separating the problem into two parts, with the two tickets.
As for the solution for this ticket, I personally like the declarative
approach. There's less coupling between RM & SM compared to the former
approach, where by calling `allocate`, `release` and `cancel` the actually
state of pending workers becomes implicit and we need to carefully keep it
consistent/synchronized between SM/RM.
I'll try to come up with a design doc, or a FLIP draft if needed, after the
1.11.0 release testing.
