There is already a English version there, i.e.
{{flink/docs/dev/table/connectors/index.md}}. The things you need to do is
1. checkout a branch from latest master
2. translate the content in {{flink/docs/dev/table/connectors/index.zh.md}}
3. commit the changes
4. push the local branch to your repository
5. create a pull request against your pushed branch.
