## What is the purpose of the change
The `TypeInformation` class is a legacy class that is actually not necessary
in the Blink planner. However, some Flink components require a type
information. Therefore, this PR introduces a `WrapperTypeInfo` that can replace
most (if not all) TypeInformation classes in `runtime.typeutils`.
## Brief change log
Only expose `WrapperTypeInfo` for sources and sinks.

This change is already covered by existing tests.
