I've seen [~dian.fu] reported the problem to azure support 
(https://developercommunity.visualstudio.com/content/problem/1116891/failed-to-replace-moby-engine-with-docker-ce.html).

The report there made me think why do we need to replace the moby engine with 
docker-ce? [~rmetzger] What was the reason for that?
I tried running the tests without installing the docker-ce (maybe update of the 
moby engine suffice):

 I did not run the yarn in docker tests, as they are still failling because of 
FLINK-18600
