We should update the following tests to cover migration from release-1.11:

* {{ContinuousFileProcessingMigrationTest}}
* {{WindowOperatorMigrationTest}}
* {{StatefulJobSavepointMigrationITCase.scala}}
* {{StatefulJobWBroadcastStateMigrationITCase.scala}}
