## What is the purpose of the change
*currently, the rules in FlinkBatchRuleSets.FILTER_TABLESCAN_PUSHDOWN_RULES
and FlinkStreamRuleSets.FILTER_TABLESCAN_PUSHDOWN_RULES are completely
consistent. while FlinkStreamProgram uses
FlinkBatchRuleSets.FILTER_TABLESCAN_PUSHDOWN_RULES. Actually, it should use
FlinkStreamRuleSets.FILTER_TABLESCAN_PUSHDOWN_RULES.*
