`OptimizerPlanEnvironment` is not used for jobGraph generation anymore in
production. It is only used to get job preview (via command "flink info") in
which case the job name does not make any difference.
However, the proposed change still looks good to have to avoid potential
problem in the future. [~kkl0u] WDYT?
