## What is the purpose of the change
This PR is to change blink planner batch jobs to run with pipelined region
scheduling.
Blink planner batch jobs currently corresponds to
ScheduleMode.LAZY_FROM_SOURCES_WITH_BATCH_SLOT_REQUEST.
This change is based on #13181
