[~hpeter][~50man] What is the status of this issue? I seems to be stalled but
users are also asking for it on the user@ ML. As far as I can see it, the
`[DISCUSS] Register user jar files in {Stream}ExecutionEnvironment` contains
some suggestions but unanswered.
